Indonesia Australia Specialised Training Project
Training Delivery Skills for District and Provincial Financial Management - in Indonesia


Flinders Partners and Flinders Institute of Public Policy and Management have won a tender to be involved in the development of a Training of Trainers (ToT) program, suitable to train a broad range of relevant personnel across Indonesia in District and Provincial Financial Management.

The implementation of decentralisation has resulted in significant changes in the system of government in Indonesia: one of the major areas of impact of decentralisation has been in the financial sector of government. The changes in governance systems, financial management systems, and national development planning systems have resulted in a need for training and education in financial management to local governments so that they can manage their local budget in line with good governance principles and the new regulations. Due to the immense number of personnel who need to undergo this training in order to meet the required skills level, a ToT program which covers the major skills and knowledge required to design, implement and evaluate a training program combined with a high degree of knowledge and skill in financial management and accrual accounting skills, specifically in the areas of budget planning, implementing budgets and budget reporting, is needed.

As a result of the project, 38 participants from a range of organisations will gain qualifications in Training and Assessment, correspondingly helping to build the capacity of local trainers and to develop sustainability within Indonesia.

This is great project for Flinders to be involved in as it reinforces the University's commitment to international activity. Not only that, this project will enable Flinders to continue to grow its relationship with Indonesia, and expand opportunities for collaborative research in the future. The project will also help to generate cross-cultural exchange, and help gain a better understanding of our neighbouring community.
